Former Des Moines City Councilmember Luisa Bangs was elected by a 3 – 2 vote to fill the unexpired term of recently resigned Victor Pennington at Thursday night’s (Feb. 13, 2020) meeting.

Bangs took her place on the Council after being sworn in to Position No. 3.

She will serve in this position until Pennington’s term expires December 31, 2021.

Bangs lost her Position No. 2 seat by 120 votes to newcomer JC Harris in the Nov. 5, 2019 election.

Councilmember Jeremy Nutting had an excused absence.

  1. Well that was the least surprising outcome. It sure has the appearance that this was predetermined before Pennington had even resigned. The application process being a formality and extension of the vote by a week an illusion of a fair and unbiased process. It’s unfortunate because even if Luisa Bangs was the best applicant it’s tainted for me by comments and actions by the council since the recent election and subsequent to two new council members being sworn in.
