The City of Des Moines has launched a new initiative to update its housing regulations in response to recent state legislation aimed at increasing housing options, and will be holding an Open House on Wednesday, Jan. 15, 2025.
Dubbed the “Middle Housing Regulations Update” project, the effort seeks to ensure compliance with new laws while encouraging public engagement.
The city plans to finalize the revised development regulations by June 30, 2025.
Middle housing, as defined by HB 1110, includes housing types such as duplexes, triplexes, townhouses, and cottage housing that are compatible with the size and character of single-family neighborhoods. This initiative aims to address Washington State’s housing shortage by expanding options in areas traditionally zoned for single-family homes. The city is also reviewing the implications of EHB 1337, a law passed in 2023 designed to simplify the development of accessory dwelling units (ADUs). ADUs are small, secondary housing units located on the same lot as a primary residence, whether it be a single-family home, duplex, or townhouse.

The City of Des Moines is inviting residents to share their questions, concerns, and ideas about middle housing and ADUs during a public open house on Wednesday, Jan. 15, 2025, from 5:30 – 7:00 p.m. at the Des Moines Activity Center, located at 2045 216th Street, Des Moines, WA 98198 (map below).
