A 39-year-old man with a violent criminal history is facing multiple felony charges after allegedly breaking into a Des Moines home, assaulting a woman and her husband, attempting to steal a rifle, and escaping from electronic home monitoring, according to King County prosecutors.

As we previously reported, Jason Russell Foster has been charged by the King County Prosecuting Attorney’s Office with the “terrifying crimes” of first-degree burglary, attempted first-degree robbery, attempted unlawful possession of a firearm, and second-degree escape following the Feb. 28, 2025, home invasion in Des Moines.

Crime Timeline: How It Happened

Details from the charging documents:

  • Foster allegedly removed his electronic home monitoring (EHM) device before committing the crime.
  • He broke into a home on Marine View Drive South through a crawl space.
  • Removed his pants and hid inside the residence, waiting for a female victim.
  • Threatened the victim with what appeared to be a handgun and pistol-whipped her.
  • Attempted to steal a rifle from the homeowners.
  • Threatened to kill the homeowners’ minor children, who witnessed the attack.
  • Was overpowered by the homeowners and fled the scene, not wearing pants.
  • Police discovered a backpack containing pornographic material, as well as zip ties and rope handcuffs near his vehicle.
  • Post-Miranda, Foster admitted he planned to use a BB gun to steal the firearm and intended to “shoot up” the Department of Corrections to provoke a “suicide by cop” scenario.

Foster – who is a Level III Sex Offender with prior convictions for attempted kidnapping and first-degree child rape – was eventually taken into custody in Sumner and booked into SCORE jail.

Prosecutors have requested $500,000 bail, citing public safety concerns.

“High bail is warranted in this matter to protect the safety of the community,” prosecutors said.

Foster is also accused of violating his release conditions by removing his EHM device, which was meant to monitor his location.
